It takes two weeks to get your ID card (Alien Resistration Card )
from the ward office.

If you would like to open your bank account or
buy a mobile phone before the card is ready,
you have to get a certificate of alien registration file (300 yen, sept.'04).
That is a sheet of paper stating that you have applied for an Alien Registration Card
and that you most likely be recieving one soon.
You can apply for it at the same time as when you register for the ID.
It usually takes about 15 minutes to get a certificate of alien registration, but can take
several days, depending on how crowded the ward office is.
