14-15 minute walk from the main gate of the Higashiyama Park or Higashiyama-koen subway station on the Higashiyama line. It's located in a corner of the Higashiyama Park. Built and open in July 1989 for the 100th anniversary of city organization of Nagoya . It's 134m high on top of the hill 80 meters above sea level. The landscape from the observation platform is fantastic. You can see the Suzuka mountains, Mt. Ontake Mt.
